					<description>True. This can be a warning. There was another regulation about preventing companies that receive Federal bailout dollars from replacing their employees with H1 contractors. If bills like those are approved, then this may become a serious issue.

					<description>The analysis is absolutely correct. Outsourcing does not lead to profit abroad and hence does not come under tax break under Tax Code. However, what President Obama may imply is that any global US company generating  profits from its subsidiaries abroad will lose the tax break if it does any kind of outsourcing of any magnitude, even if its outsourcing is not related to the activities of its subsidiaries.  It is like disqualifying an athlete found guilty of taking drugs.</description>
